世界愛滋日 葛謨: 州府新規嘉惠更多患者
1日是世界愛滋病日(World AIDS Day)，州長葛謨(Andrew Cuomo)30日宣布，紐約州正朝著2020年降低愛滋感染率的目標前進，並指出州府新規會提高未投保愛滋患者獲得醫療保障的最低收入標準，保證更多患者都能獲得充足幫助抵抗疾病。
葛謨表示，紐約州在對抗愛滋病方面取得重要成績，根據州衛生廳的數據，紐約新確診的病例數已連續第三年呈下降趨勢，2017年為2769起，比2014年下降20%。紐約市方面，2017年有2157起確診的新病例，比2016年的2279起還下降5.4%。
更值得一提的是，去年新確診病例數字在不同性別、年齡、族群群體中都在下降，雖然在不同族裔群體間的愛滋診斷率仍有較顯著差異，但從2007年起，每10萬名新診斷患者中，非洲裔數量已下降52%，西語裔則下降42%。
數據還顯示，有更多新被診斷愛滋及已經攜帶病毒一定時日的人在接受治療，其中通過藥物獲得有效控制的人數也在持續上升。而紐約州因曾注射毒品而感染愛滋的人數去年達到歷史新低，只有110人，比2014年的153人降低28%，在上世紀90年代愛滋高發時期，每年都有好幾千人因注射毒品而感染。
為了提高愛滋病患者接受治療的數量，紐約州衛生廳還更新了收入標準，讓收入達到聯邦貧困線500%的患者也能參加未投保醫療項目，具體信息可查詢https://www.health.ny.gov/diseases/aids/general/resources/adap/。
紐約州衛生廳在過去四年獲得超過2000萬元資金來提供愛滋預防、篩檢、普及和治療服務，接下來衛生廳會大力推廣抗逆轉錄病毒(anti-retroviral)藥物，幫助更多新患者及時治療。
公辦都更「華榮市場」開拆 北市府士林再生計畫啟動

在士林30幾年的海砂屋，終於要拆了，位於北市士林區的已有30幾年歷史的華榮市場，在被診斷出海砂屋後，台北市政府決定納為「士林再生計畫」，透過公辦都更方式重建，今（2日）由副市長林欽榮協同都發局長林洲民主持拆除儀式。
華榮市場位於士林區華聲街、美崙街49巷、華光街、華聲公園以北所圍街廓，面積3,090平方公尺，預計110年10月竣工，總工程預計花費15億元，將興建地下3層，地上11層的綠建築，提供約118戶公共住宅，安置周邊民間都更住戶。
計畫未來一、二樓是超市，三、四為圖書館、日托據點、社區公共托育家園等社福措施，五樓以上為公共住宅。
動工當日，亦有抗議者
就在進行拆除儀式時，現場集結近10名華榮居權會成員高呼「消防公安問題大、公民參與一場空」，居權會成員認為，道路狹窄影響雲梯車出入，對未來入住上百戶的居民將對消防和交通會有相當衝擊。
對此林欽榮表示，北市府已將建物高度從60.4公尺降為43.5公尺，總地板更少了34.34％，並盡所能納入居民意見，經仔細消防和交通評估後，才核發相關執照；另承諾明年將優先拆除台北市稅捐稽徵處士林分處，並打通華光街，先解決相關交通問題。
林欽榮還說，市府與居民歷經近1,000個日子，經過11次以上大大小小的工作坊、公聽會，將原本18樓方案降低為11樓方案，不僅沒有用完法定容積，也未申請容積獎勵。而公辦都更也在居民意見下納入市民農園，及日托據點、社區公共托育家園等社福設施。
都發局局長林洲民也說，華榮市場和旁邊華聲公園間的15公尺計畫道路，未來也將規劃為行人徒步區，成為華聲公園的延伸，當地居民也可以透過徒步區及戶外式景觀樓梯到達五樓的空中花園及頂樓農園，成為社區共享的場域。
華榮都更第一槍，附近還有6個正在談
華榮市場都更完成後，將成為「士林再生計畫」裡的中繼住宅，讓都更戶選擇入住，將可帶動周遭沿線的都更計畫。
目前以士林中正路和基河路為交叉點，共有七點區域納入都更計畫範圍，除了華榮市場都更案外，還包括：萬寶紡織、新光紡織、三館一園（國立台灣科學教育館、台北市立天文科學教育館、兒童新樂園、美崙公園）、小西街、士林紙廠以及中油基地，預估將可帶入305億元民間資金、5,500就業機會和700戶公共住宅。
