The Britax Römer i-Size Flex Base provides a safe and ergonomic recline position for your child. The Flex Base is to be connected to the Isofix anchor points of your car by using the Isofix hooks. After that, you simply need to click the infant car seat onto the base and you are ready to go. With only a flick of the wrist on the back of the infant car seat makes releasing it even simpler.  墨首位左翼總統上任 彭斯、伊凡卡抵墨前使館爆炸

墨西哥首位左派總統羅培茲，1日宣誓就職，多國領袖到場祝賀，美國派副總統彭斯與第一千金參加祝賀，但在他們抵達前，墨西哥第2大城瓜達拉哈拉的美國領事館，卻遭人丟擲爆裂物攻擊，幸好沒人受傷。

在國會議員的歡呼聲中，墨西哥新任總統羅培茲，上台宣誓就職。

墨西哥總統羅培茲：「我宣誓盡全力守護墨西哥合眾國的憲政。」

65歲的羅培茲是墨西哥這70年來，第1位選出的左派總統，儘管挾著高人氣，在全國一片歡欣鼓舞的氣氛中上任，羅培茲的總統任期，卻挑戰重重，面臨國家長期貧困、貪汙腐敗與幫派暴力嚴重等問題，民眾都期待他能帶來真正的改革。

墨西哥總統羅培茲：「我再次保證不欺騙、不偷竊、不會背叛墨西哥人民 ！」

墨西哥新總統上任，各國領袖都來祝賀，委內瑞拉總統馬杜洛，出席羅培茲就職典禮，卻引發墨國民眾抗議，在國會高舉布條標語，不歡迎獨裁者蒞臨。而美國派出副總統彭斯與第一千金伊凡卡，到場祝賀。

美國副總統彭斯：「國土安全部長將留下來繼續與墨國新政府對話，希望能達成協議，允許美國在處理庇護申請時，難民能留在墨西哥。」

只是美國駐墨西哥瓜達拉哈拉領事館，前一晚卻遭人丟擲爆裂物攻擊，外牆炸出40公分大洞，雖然沒人受傷，但嫌犯逃逸無蹤，而且時機敏感，就在彭斯與伊凡卡抵達之前，看來墨西哥想改善暴力治安，只怕長路迢迢。

 【你來報報】北市水利處：2030年防洪標準再提升

12日北市水利處新任處長陳郭正於記者會中發表，2030年防洪保護標準，將從現行78.8mm /hr提升到88.8mm/hr。 北市水利處新任處長陳郭正。蔡仕敏攝

會中陳郭正概述歷年來大台北地區整體防洪治水工程，以及易積水點改善如內湖金瑞治水園區於2015年7月啟用，文山區辛亥路憲兵營區滯洪池第一期於2017年10月完工。

陳郭正也提及2017年0602內湖區大湖山莊街積淹水的數項改善工程，大湖里里長洪美惠表示，去年0602事件至今，水利處的努力諸如截水溝、格柵加密、箱涵加大，已及大地處在山區埋設三處管涵，可以延滯大約70%的雨水，可望為大湖山莊街增加保障。

興旺里里長蘇瓏議說，每年都會積淹水二、三次，在汛期這幾個月都很難入眠，但是由於水利處完成福興路排水分流工程，去年6月他和里民興奮大叫「真的沒淹水！」 興旺里里長蘇瓏議（左）、大湖里里長洪美惠（右）。台北市水利處提供。

現場有記者提問，如何達成2030年防洪保護標準到88.8mm/hr？陳郭正回覆，水利處將推動以下作為：

-  2013年起，北市私人建案達一定規模以上，就要求開發單位送審排水計畫書，建築物需設置流出抑制設施，例如每一公頃基地必須保留780立方米的水，如此，相當於一場暴雨時幾乎無水排出。

- 藉由公園改建或新建，承擔更多儲流能力，可能採取生態式的滯洪池。

- 修正「公共設施基地保水作業要點」，擴大管制市內公共設施，使承擔更大儲流能力。
